Asset Manager

Basic Function

This position’s function is to manage the Asset Management Department effectively and to assist the Director of Facilities in managing the daily activities of the Asset Department.

Scope of The Position

Responsible for managing the operations and activities of Asset Management Department including the provision of facilities services for events and maintenance management.

Job Description

The incumbent of this position would be expected to have the following competencies:
  • Develops policies, processes and sets standards for the provision of asset maintenance services within the Centre.
  • Plans the requirements and provision of specialist advice and services related to asset maintenance services in the Centre, including; the maintenance and repairs of mechanical and electrical systems within and outside of buildings, such as the electrical and water supply, Heating Ventilation and Air Conditioning (HVAC), water heating / cooling systems, machineries (lifts, elevator, genset, equipment (fire-fighting system), provision of facility services for events and the management of bills for the use of water, gas and electricity.
  • Plans the approaches for ensuring the compliance of asset maintenance services with Food, Quality, Environment, Safety & Health and Business Continuity requirements, such as maintenance of equipment, TOMMS (Work Request system) and resources conservation related to water, energy and other resources consumption.
  • Plans the requirements and provision of asset maintenance services within the Centre, including
    1. The internal maintenance works for the Centre’s such as minor plumbing works and replacement of bulbs.
    2. The management of event’s facility services including the necessary manpower, and equipment and machinery required during events.
    3. The coordination of asset maintenance services within the Centre, with other departments, especially with Safety, Health & Environmental (SHE) Asset, Security and etc.
    4. Management of maintenance programs in the Centre including maintenance planning, contractor selection and inspection and monitoring of contractors performance.
    5. Periodical building inspections to meet the Centre’s and Food, Quality, Environment, Safety & Health requirements e.g. building temperature, condition of internal and exterior of the Centre etc.
    6. The maintenance of Certificate of Fitness for the Centre, including Bomba annual inspection .
    7. Identification of initiatives related to resources conservation such as water and energy consumption.
  • Plans, with the other managers the following, not limited to;
    1. Initiatives for reducing overall resource consumption in the Centre.
    2. Meetings with maintenance contractors.
    3. The conduct of maintenance works necessary for licensing and inspection of Centre’s equipment such as BOMBA and Department, Occupational, Safety & Health (DOSH) annual inspection.
    4. The provision of specialist advice and services related to emergency management and contingency planning for the Centre’s activities and events / functions.
  • Plans and prepares the annual asset maintenance services budget and Key Performance Index (KPI) for the asset maintenance services personnel.
  • Develops plans to improve and build employee competence, well-being and morale.
  • Keeps abreast of new professional, technological and market developments with respect to asset maintenance services and plans the action necessary for their implementation.
  • Identifies opportunities for improvement to the department.


 Job requirement

  • Holds a graduate or post graduate qualification in facility/building maintenance or in any relevant field, such as engineering, and
  • At least 5 years working experience as a manager in managing facility/building management department, or
  • At least 10 years working experience in a department / function that manages implementation of facility/building maintenance, and/or
  • At least 10 years working experience in planning implementation of facility maintenance in a sector or organisation similar in nature to conference / event and venue planning and management
  • Possesses a competentancy chargeman certification from Suruhanjaya will be an added advantage
  • Knowledge and understanding of:
    1. building operation and maintenance principles and requirements, such as predictive, preventive and breakdown maintenance for building and associated equipment, emergency management, building automation systems, energy management and the provision of specialist services for events etc.
    2. Safety, Health & Environment (SHE) legal requirements.
    3. asset maintenance requirements such as the use of external resources and their application to the Centre, relevant technical standards and processes, including contractor management, legal and other requirements, e.g. those set by Energy Commission, Syarikat Bekalan Air Selangor (SYABAS) and Dewan Bandaraya Kuala Lumpur (DBKL) etc.
    4. requirement related to maintenance management such as building electronic and mechanical systems, technological requirements in building management and other relevant requirements including legal requirements.
    5. management principles and technical processes involved in provision of facility services in the MICE industry, such as water supply, electricity load and voltage, cargo lift operation for move in/out, equipment installation and removal etc.
